PC Sum Variation

A current job I am administering the contract involves a PC Sum for a custom exterior door. The door has been installed and the contractor has sent me a Variation Price Request asking to increase the PC Sum. Within his VPR he has included a large figure for the labour to install, clad and hang the doors. My question is whether the contractor can claim labour in items described as PC Sums in the contract documents? Section 10 of SCC2009 Conditions of Contract state PC Sums do not include the cost associated with installation?

Hi Mitch,
you are right that PC sums do not include the cost associated with labour or installation and is purely for the supply of an item which the selection of or cost was not able to be determined at the time of tender.
The normal course of events is that the contract would allow for the installation of the item unless specifically excluded,especially in the case of a door.
For the supply and labour to have been included then it would / should have been listed as a provisional sum for the supply and installation of the door
The nomination of a PC sum for an entry door is quite common and allows flexibility later to nominate or design a specific type of door, and with such an item the contract would always include the labour to instal.
Further to this, the architect must direct the expenditure of the sum and nominate who is to supply it.
In this case I feel you contractor is having you on.
