Variation Claims

If a variation has been agreed by the client and is now included in the latest payment claim, what is fair and reasonable for the contractor to claim in relation to mileage? The tender documents include a mileage rate of 68 cents per km but the contract (SCC SF: 1999) is silent on whether time can be claimed also.

I have asked for invoices and timesheets because of the significant cost of the variation. The contractor is claiming 68 cents per km, plus 1x hour travel time for his supervisor and 1x her travel time for his hammer hand. Profits and overheads are then added at 15%. This occurs for the 4 days spent working on the variation.

I can't seem to find any relevant practice note or other recommendations. Is this reasonable? It seems like double dipping to me

Any advice?
